Indian Petroleum & Explosives Safety Service

Indian Petroleum & Explosives Safety Service (IPESS) formation as Group ‘A’ service of the technical cadre of Petroleum & Safety Organization (PESO) to enhance capacity and efficiency of the organisation, as well as to enhance career progression of its Group ‘A’ officers has been approved by the Union Cabinet chaired by chaired by Prime Minister Narendra Modi on May 2, 2018. From its inception, PESO administers Petroleum Act, Explosives Act and Rules framed under these acts, with a view to make everyday a safe-day not only in work but also in work places. Safety excellence by ensuring Zero-Accident and Zero-Harm is the core mantra of this organization.

  • PESO, a pioneer and premier safety and statutory organization, formerly Department of Explosives, with its Head Office at Nagpur had completed its hundred years of service to the nation on September 9, 1998.
  • PESO is a subordinate office under Department of Industrial Policy & Promotion (DIPP), Ministry of Commerce and Industry, Government of India
  • PESO is a nodal agency for regulating safety of substances such as explosives, compressed gases and petroleum including production, refining and blending of petroleum as envisaged under the Explosives Act, 1884 and Petroleum Act, 1934 and various rules framed there under with the objective of prevention of accidents.
  • Provide technical advice on matters related to safety to the central government and state governments, semi-government bodies like Ports, Railways, Defence establishments & Ministry of Surface Transport, Environment & Forest, Petroleum Natural Gas, Pollution Control Authorities, local bodies, law-enforcing agencies, industry, trade and users of above products within the ambit of Petroleum Act 1934, Explosives Act 1884 and the rules made thereunder.
  • Framing National Standards concerning public safety in collaboration with BIS, OISD & other apex bodies and harmonizing Indian standards with international standards.
  • Undertake up-gradation of regulations to meet the requirement of modern technology and harmonizing them with International Standards.
  • Create safety awareness amongst the public.
  • Offer friendly interface with public while upholding transparency and efficiency.
  • Constantly upgrading competence, awareness skills and motivation of the personnel working in the organization to bring about improvement in the physical efficiency and creating a well trained work force.
  • PESO’s role and responsibilities have increased manifold and expanded into diverse fields over the years.
  • PESO presently deals with wide range of subjects related to explosives, petroleum, compressed gases, pressure vessels, gas cylinders, cross-country pipelines, Liquefied Natural Gas (LNG), Compressed Natural Gas (CNG), Auto Liquefied Petroleum Gas (Auto LPG) etc.
  • PESO’s increase in workload is manifested in the quantum jump in the number of licensed premises to more than 256000 and other activities.
  • PESO has endeavored to meet its objective to render efficient and courteous service to all licensees, public and industry to complete transparency in their prompt working and through optimum utilization of available human resources and e-technology while keeping in view National interest and Safety First Motto.
